Promotion Assessments
1. Officers-All officers on first appointment (other than National
President's appointments, Medical Officers and Nursing Officers) are
required to have achieved a satisfactory level of assessments conducted by
the National Headquarters.
2. Subsequent Promotions of Officers-Officer must pass such assessments as
the Chief-of-Staff (Operations) may consider necessary.

As SJAM Officer's you are leaders in your own
right, Thin training course will train you in the workings of our
organization, so that you can be efficient in carrying out your duties,
ensuring proper co-ordination and smooth running.
However, in order to achieve our vision, and be
a truly leading service organization, we require more from you. With the
empowerment policy, you are expected to take initiative to add greater
values to our service, Many of you are young and energetic, as well as
creative. I can confidently rely on you to do more and better. Indeed, our
actions need to be more effective.
We need to be more proactive abd to deliver more
than what is expected of us. We need to move with the time and to be better
trained and skilled.
Our structure and system should also adapt to
the changing needs, so as to create a suitable environment for greater
progress. We should also take advantage of the technology available to
simplify things and save valuable time, and not be bogged down with
unnecessary bureaucracy. More time should be spent on serving instead.
I sincerely hope that you will find joy in
learning and improving yourselves, and true fulfillment in helping others.
I thank the Organizing Committee, and all our
resource officers for their hard work. I am indeed grateful to each and
every one of you for your dedication and sacrifices.

Appointment of Officers
1. Officers (other than the National
President's appointments) will be appointed, promoted or transferred by
the Commander-in-Chief.
2. It is of great importance that
persons proposed as officers are of good character and of suitable age
and education, all of which are necessary to ensure their having proper
influence over members under their command. Full time secondary school
students cannot be appointed as officers. Length of service alone is not
a deciding factor in recommending for appointment or promotion.
3. Officers appointed to be in charge
of Cadets will normally be below the age of 45 on first appointment.
Unless in a combined division with adult membership, Officers of Cadets
will be attached to an Adult Division for the maintenance of their own
personal training and efficiency. Such officers must have proven ability
to interest and lead boys and girls and be prepared to undertake regular
training in youth work. This is a highly specialized task for which
knowledge of First Aid and Nursing alone does not constitute adequate
qualification.
4. The minimum age for the appointment
of all officers is 19 but in special cases recommendations may be
submitted to the Commander-in-Chief for the appointment of those who
have reached their 18th birthday and who have had at least one year's
experience in an adult division. Such appointments will be on probation
for six months or until their 19th birthday, whichever is the longer
period.
